Any foreign individual who is working in Singapore on a work pass (Employment Pass or S Pass), may submit an application for permanent residence to ICA for consideration. The applicant may also include his/her spouse and any unmarried child(ren) below 21 years of age who was born to him or has been adopted by him/her.
Outstanding International art professionals (well recognised artist in home country or internationally renowned artist) who have made significant contributions to Singapore arts and cultural scene may apply for permanent residence to the National arts Council. Upon approval by the National Arts Council, they can then apply to ICA for further consideration.
